Well in the end it really depends, how they implement it. If u still have all the features of a RTS game including control with keyboard and mouse it does not matter that much.
U can control Civ 5 e.g. with multi-touch or just keyboard and mouse.

Who is they? And i presume that M$ would only develop AOE for the windows platform hence Windows 8, which is running on PCs, Tablets and Smartphones

Oh yea, not a fan of windows 8 tbh, got it for PC, uninstalled in 20 minutes lol. And Some guys on AOEO forums.
