its harder to attack decently then defend. The art of constant harassment is difficult to master, though the all in nub rushes on lower lvls take no skill.

you make me remember my time as a noob.
I still remember I figured it was wise to send your second card in age 2 and not in age 1, increased my pr by 5-6 or something.
Also I think I've skipped the all-out rush part of the game

The only thing I would do is move japan to tier one. They aren't the no.1 civ but that's where I would put them.

the thing with japan is maps that have little food or a free tower, this is where i've always had the most trouble when dealing with them. the cherry wagons just > everything on those maps when the opponet has if lucky 2 little hunts and maybe 2 berry bushes to gather from. if playing on standard maps and are unlucky to get a japan opponet on say texas then chances are you'd be better off resigning.

The only thing is they can't really compete with Iro/India. Otto/China also own them hard, but then again they absolutely destroy Sioux and break even with France. So it's hard to know where they are...broken to say the least. Definitely a broken/OP civ on RE, but not top tier imo.

starting TP, insane abus, ff for spahi/mams, strong fish boom. The starting TP made all their OP strats more viable

the portugeese are only UP in the begginning bc of eco once you get to fortress their units are the best of all civs, remembers to have lots of crates cards and to use the markets upgrades since u dont have vill cards. the portugal is the most fun civ imo escpecially organ guns, only problem with organs is that their siege is not so hot so for some buildings u will need to make a few petards
