Help: i cant install N3O Patch

Hello i played AOE3 years ago and now i found this mod but i really dont understand how to install it.
I Downloaded it from aoe3.heavengames.com, the version 1.3z3k (is the last?)
I readed the README file but......... I cant do the first step
what is "TAD Patch Launcher" and how I install it? (I saw it on the downloaded folder)

Hello! The Patch Launcher allows you to easily switch game versions. You can install it by running the setup file in the Tad Patch Launcher folder.

HI
I dont have any setup file
I have one txt file , one html file and one "TAD Patch Launcher.exe"
If I run the .exe file it doesnt install anything.
From where i can download it?

Yes, that's the file. Try to run the .exe as Administrator. Perhaps Murdilator can give you another source for the Launcher.

in what folder should I put "TAD Patch Launcher.exe"?

Don't place it in any folder.
Double click it.
After a few seconds, you will get a "patch overview."
If it does not come up, and replies "error", then you have steam.
The TAD Patch Launcher v.18 is used only with CD-installs.
