Just a thought.
If you have to much of a resource, paradoxically, you can use it to gain the other resources, because, an eco upgrade for a particular resource is normally a combination of the other two resources.
Examples:
Too much wood:
Use it to gain the gold upgrades from the market, plantation, or the food upgrades from the market and farms.
Use it to build another TC to produce more settlers.
Use it to build farms/plantations.
To much food:
If you have a FP, use production dance to pump out settlers.
Use the food to get the gold & wood upgrades in the plantation/market.
To much gold:
Fd, Wd upgrades again.
Or ship mercs.
(No doubt someone may suggest that's what the market's for! - but you loose resources that way).
