Yes, or just play Japan for a while. With the usual Torii Gates for aging to age 2 and the 1,5* exp u get, u rise in levels pretty fast. I have already level 81 Japan HC. Will sty play only Japan till i reach level 100 so i can create 100 level HC for every civ
