It will be the combat card that improves both attack and defense. That will make Port unique since most civs get attack and defense cards in age 2 and combat cards in age 3. Ports will get combat in age 2 and attack and defense in age 4.

OK, that is the Port-only one. Still, it will make Age 2 more attractive for Ports, which I guess is what was intended.
