You would think so, but -- you also have to remember that it depends the division. My division is highly competitive since it was formed only 2 hours after the release of Sc2. The people online at that time tend to be competitive and got to diamond immediately.
Some diamond divisions have #1 ranked players who are 1900, no joke. Especially new diamond divisions that have just been formed, and that are continuing to currently form.
At any rate, i'm not saying I will make it, just that I think it's not as simple as top 5 in your division because some divisions vary drastically.

that is true drew but you forget one thing: blizzard knows that and they would be stupid to let it go.
they have a rating for every single diamond division, meaning the hardest divisions need to be way less ranked in their division to get into the masters league than the newly formed low level diamond level players. this goes for the weekly Top 200 list too
if what they say comes true, thn everyone should have the same chances to get into it, given you are skilled :-P

Bronze doesn't say anything, I had a friend who had to play against better people than I do (I know because I was playing on his account) (which means 2k platinum), while he was like rank 50 bronze, after having played about 18 games, and won about 10.
