More or less: Tier 1: India/Iro Tier 2: Japan/Otto/China/French/Sioux/Aztec Tier 3: Russia/German/Brit/Dutch Tier 4: Spain/Port Some civs in tier 2 can compete with tier 1 and there are many MUs that are just completely unwinnable i.e. Spain vs Jap. wth?  :P Why are India and iro so OP?
